Telegraph. Press Association Copyright. Hong Kong, October 4It is officially announced tbat in accordance witb General Waldersee's instructions, tbat tbe allied Admirals decided to seize Sbankaikwan. British warships were sent to demand the surrender of the town. Tbe Chinese evacuated it. the British flag was hoisted, and the other flagships of tbe allied fleet then entered the port. The respective allied flags were hoisted afterwards Renewed preparations are being made for an expedition to Paotingfu. M De Giers has informed bis col leagues tbat his Government, with the otber Powers, bad agieed in principle to withdraw from Pekin and negotiate at Tientsin. The other Legations assert tbat they bave not received such instructions and no officials responsible for tbe recent massacres bave yet been punished.
