In moving the third reading of the Bill, which creates the Dominions of India and Pakistan, Sir Stafford Gripps said this would be the last Commons debate on Indian affairs. The Biff would firmly and finally establish Britain’s honesty of democratic purpose, and do more to create a real living friendship with India than any action Britain had ever taken.
