Writing in the ' New York Times,' Hanson Baldwin says it is learned authoritatively that the army, navy, and joint chiefs of staff recommended that the Marianas, the Marshalls, the Caroline, , and Palaus should be retained by the. United States under complete American sovereignty. The Ryukyus, including; Okinawa and Izu, Bonin and the Volcano groups should be placed under United Nations trusteeship, with the United States as sole trustee. It is' not clear whether this services opinion agrees with the State Department and Administration policy, but President _ Truman has already said that exclusive United States trusteeship will be sought for islands considered essential for future security. Informed opinion believes that the State Department, particularly those officials most interested in strengthening the U.N.O. structure, would like to see the issue of United States sovereignty over islands captured from the Japanese avoided, and most of these islands placed under exclusive United States trusteeship. It is possible, however, that the apparent difference of opinion between the services and the State Department may have been reconciled privately and final Government policv fixed.
