LUZON A TEST CASE
SCATTERED FIGHTING CONTINUES Rec. 8 a.m.) MANILA, August 17. Scattered fighting continues in the northern Luzon mountains despite the dropping of leafets reporting the Emperor's appeal that Japanese troops cease tire. The Associated Press says . the military leaders regard the Luzon reaction as an important test whether the Japanese commanders and troops will obey the Imperial mandate.
