2,000 DELEGATES AT ANNUAL CONFERENCE PARIS. June 26. The Secretary of the French Communist Party, M. Thorez, speaking for five hours before the annual Communist Congress, which was attended by 2,000 delegates, demanded total control of any German industry which might serve as a war industry. M. Thorez ironically alluded to " empty talk about France's greatness," declaring that the " greatness of France has yet to be rebuilt. We have been reminded of this in Syria and Lebanon in a form humiliating to our country." M. Thorez demanded the nationalisation of banks and insurance companies, and urged the confiscation of traitors' possessions and capital, and taxation of large fortunes on a sliding scale. He accused the present regime of being undemocratic. " We want elections for a Constituent Assembly on a system of proportional representation,''. he said.
