FRENCH COMMENT
(Rec. 1.15 p.m.) LONDON, Feb. 28
The French Government's communique accepting the invitation to be one of the sponsors of the San Francisco conference contained the following comment:—" France, which did not participate in the establishment of the Dumbarton 'Oaks plan, which was ratified at Yalta, accepts the text of the Yalta agreement as the basis for further discussion, and intends to inform other Powers of certain amendments which in its view would be necessary to reach the projected aim. The Government will shortly address to all interested the Government's proposals on that subject."
