PROPOSAL ORDER CONSIBEAATHIH Press Association—By Telegraph—Copyright LONDON, March 1. The Air Ministry, the Port of Loudon Authority, and the City Corporation are examining proposals submitted by Air-commodore J. A. Charaier for a seaplane base in the Thames, just below Tilbury, with an aerodrome alongside it on the Esses coast.
