PARIS, February 28. _ The Rules and Records Committee i* recommending the International Athletic Federation to recognise Jess* Owens’s 10.2 sec for the 100 metres at Chicago in 1936. Owens and seven others are at present co-holders of tha world record at 10.3 sec.
