JUBILEE CELEBRATION EMPEROR GRANTS AMNESTY Press Association—By Telegraph—Copyright TOKIO, February 11. (Received. February 12, at 11 a.m.) To celebrate the jubilee of the Constitution, the Emperor granted an amnesty to 1,000 political prisoners, restored civil rights to 300,000 others, and commuted death sentences to life sentences and life’sentences to 20 years. The last-named include Captain Yamaguchi and six others concerned in the coup d’etat in 1936. The Emperor also granted quarter commutation to four naval men Qoaperned in the assassination of Prerajir Inukai.
