TO THE EDITOR. Sir,-—Will you allow me to call the attention’ of those people who are so inconsiderate of a dog’s feelings as to have it on an improper lead in the streets? It is downright cruelty to have an animal with such a short lead that it looks as if it is going to bo hung. Yesterday 1 saw a young woman actually with the crook ol her walking stick in the dog’s collar. 1 felt very sorry for the poor animal. Such people should not have animals unless they treat them properly.—l arm, etc., Anti-cruelty. . September 11.
