NEW CHINESE TAX
ALL IMPORTED GOODS SHANGHAI, July 19. From September 1, according to unofficial reports, all goods imported into China must be accompanied by the usual papers, but. in addition, consular invoices issued by the nearest Chinese consulate to the port of despatch must be supplied. A fee for each consular invoice is to be collected at the time of certification. The scheme, it is intimated, has been launched to raise money to pay the consular and diplomatic services, in which many officials have been unpaid for a long period. Merchandise not covered by consular invoice will be subject to a fine three times the amount of the original fee.
