The new articles provide that no penalty shall attach to carriage of liquors from one part of the Republic to another through the canal zone while under seal of the Panama Government, or to the ports of Panama and Colon when for export, The Volstead Act had sealed up the port of Colon for roshipment of liquors by sea to otter parts of the Republic on the Atlantic Coast,
