GOVERNMENTS UNEMPLOYMENT PLAN WAITING FOR BILL TO PASS UPPER HOUSE [From Our Parliamentary Reporter.] WELLINGTON, April 14. Although the Unemployment Amendment Bill has not yet passed the Legislative Council, it is believed that Mr Coates is already making plans for putting its provisions into effect in order that there shall be no delay in dealing with the problem. The Government realises that the coming winter is likely to result in an increased number of men being thrown out of work, and, as there is little or no' productive work offering in the cities, it is anxious that the plan embodied in the Bill should be put into effect at the earliest possible moment. The Bill will probably finally pass the Legislative Council to-morrow, and Mr Coates will then be in a position to announce the first allocations of sections. It is believed that there has been a ready response from farmers—particularly in the northern districts—and before many weeks it will be possible to place the first men on rural sections. Following his release from his parliamentary duties at the end of the session, Mr Coates will probably devote bis personal attention to settling men on the land, involving visits to the localities affected.
