The Municipal Bureau of Public Safety has decreed IhatPeipmg (China) women under thirty years of age must bob their hair or pay a “degeneracy tax.” The order is meant to discourage the old Manchu style of hairdressing. and contradicts the ruling of General Ohu Yn-pu, Military Governor of Chihli under the former regime; who prohihited hair-bobbing. The mayor, Ho Clii-nng, is determined to eliminate feudalislic customs still venerated by some of the Peiping people. Ho has ordered that men who insist upon wearing queues must pay a heavy monthly tax. and women must remove the bindings from' their foot within the next few works or pay a periodical line.
