Continued publication of stories to tbe effect that the United States Goyernment is becoming more sympathetic lo a programme which would couple a reduction of German reparations with a readjustment downwards of the wartime debts owed to the United States, finally brought details to-day irom the State and Treasury Departments. _ The United States is not considering participation, as reported, in an international economic conference at which reparations and war debts would be considered. Tbe United States Government does ’ not anticipate at this time any developments in connection with German reparations revision which would involve the United States in a great international operation of anv kind. the Department of Commerce announces that American investments abroad reached a total of 13,000,000,000 dollars at ■ the end of 1927, exclusive of about 10,000,000,000 of wartime debts. Foreign issues publicly offered in the United States 1927 totalled approximately 1,575,000,000 dollars. It is the fifth time that the flotations for any year have passed the 1,000,000,000 dollar mark, other instances being 1916, 1924, 1925. and 1920.
