STATE OF EMERGENCY DECLARED. Press Association—By Telegraph—Copyright DUBLIN, November 21. (Received November 22, at 9.45 a.m.) The executive has issued a proclamation announcing that a State of Emergency exists in consequence of the raids. Numerous arrests are expected.
