RUSSIA’S COTTON SUPPLY
—;— 4 IRRIGATION PROJECT. AFFECTS PERSIA ALSO. ' TEHERAN, November 3. In order to become independent of foreign cotton supplies, the Russian Government has decided to dam the Aras River and to irrigate the Caucasian lands, making them suitable for cotton-growing. Russia has asked Persia to share in the cost of construction of the dam, as Persia needs irrigation for similar purposes. The River Aras practically follows the frontier separating the Russian TransCaucasian States from Persia, . and empties into the Caspian gca below Baku.
