BAN ON RUSSIAN MONEY
FRENCH DECREE RESCINDED. PARIS, August 23. Tiie decree made by the jFrench Government in 1919, which prohibited the entry into Franco of Russian money and bank notes, has been abrogated, following a 'report of the Ministry of Finance, which says that the decree wao primarily based on political grounds; and in view of tho total collapse of the paper rouble on the Exchange there is no longer any need for enforcing it. . . The decree, it is pointed out, is ineffective in regard to the entry of metal coin, as the com is easily brought into Franco in tho shape of ingots.
