AM APPEAL TO THE NATION BY ANTI-SOVIET BODY. Brets Association—By Telegraph—Copyright PARIS, July 21(Received July 22, at 9.10 a.m.) A'committee of the Russian Constituent Assembly, an anti-Soviet organisation, has issued an appeal to the peoples and Governments of tho civilised world cn behalf of Russia’s hunger and diseasestricken people, requesting all tho Governments to make common cause with the Soviet in fighting tho menace. The committee suggests methods and concerted action which will not strengthen the Communists’ power, and urges political consideration, because the lives of millions are jeopardised.—A. and N.Z. Cable. AN APPALLING POSITION. STOCKHOLM, July 21. (Received July 22, at 10 a.m.) Twenty-five million Russians are threatened with starvation. Riots occurred in some districts,—A. and N.Z. Cable.
