GERMANY AND NORWAY. A CALLOUS REPLY TO NORWAY'S PROTEST. CHRISTLANTA, August 27. (Received August 28, at 11.15 a.m.) Replying to the Norwegian Government's protest against the submarine attacks, Germany offers compensation whenever It is proved that a Norwegian ship was torpedoed without warning outside the danger zone.

The Norwegian newspapers point out that Germany is bound- to give compensation in any case. They add that money cannot compensate for the loss of seamen's •lives and ships. Norway must demand German ships and compensation for the dead seamen's families.
