ST. KILDA COUNCIL

The fortnightk meeting of the St. Kilda. Borough Council held on Monday evening was attended by the Mayor (Mr O. N. Seurr), Crs J. Dove, A. Campbell, J. Ritchie, O. Donsem, H. W. Allen, H. Smeaton, R. Teller, A. Kilpatrick, A. Edgar, and R. W. Hall. Mr A. Waugh waited on the council on behalf ef the residents of Alfred street, and csomplained that the- drainage from Tfa&una. Park had broken out, and the overflow was causing considerable inconvenience, and was a menace to the residents. He asked the council to take some stops to remedy the matter. The pipe was blocked at both ends, and tho water flowed over tho embankment into the adjoining sections. Several sections were filled with water on a level with the roadway. The water should be diverted from Tahtma Park in another direction.-—The Mayor said it was the duty of the council to ace that the defect was remedied. Ho could assure the residents that the matter would receive immediate attention. ' The Town Clerk. Dunedin, wrote stating that it was reported that tho portion of Bay View road under the council's jurisdiction was not in good order at the present time, and needed attention in the way of filling in potholes and repairs generally. The "matter was commended to the consideration and early attention of the council.—The Town Clerk reported that the j matter had been attended to. Mr W, Hislop wrote asking the council | not to charge the rates on his property in Plunket street during his absence on active service.—After same discussion it was de- ' cidod that a copy of the letter be sent tn [tho Minister of' Defence, asking him to I furnish the council with some facts on such matters, and also that the question of payment of tho rates be postponed in the j meantime. j Mr C. H. Johnstone wrote drawing the ' council's attention to the condition of Pretoria street, especially the crossing from Ings avenue to the dwelling on the righthtind side. There were no channeia and no outlet for surface water, and during wet weather the water accumulated, miking j i that part of the road impassible. The | 1 whole street required immediate attention. Another matter that required attention in this part of the borough was proper drainage for surface water. At present the water accumulates and soaks into and floods all property lying lower than the street level.—The Town Clerk was in- I strvctcd to inform Mr Johnstone that tho ' matter will receive attention in duo course. The secretary of the Otago Patriotic and General Welfare Association wrote stating that, in connection with the request for rates owing by a ratepayer now on active service, that tho payment of such indebtedness, if botue at till, was made by the Soldiers' Financial Assistance Board, Wellington. Ho also stated that the City Corporation, who also claimed the soldier ns a ratepayer, had written off the rates owina; while he. was absent on active service. Under the circumstances, his committee could not accept liability for the . payment of the rates.—lt was decided to j postpone the matter in the meantime. ; The Town Clerk of New Plymouth wrote ' asking the council to support the holding of the Municipal Association conference this year as usual, and in any case to place "their views either for or against the : proposal before the Executive Committee at the earliest opportunity.—Cr Smeaton moved that the time was inopportune for : the holding of such a conference. This j was seconded by Cr E'gar and carried. The Town Clerk, Hastings, wrote enclosing a copy of a resolution passed regarding the internment of all enemy aliens in the Dominion, and asking the council to support the resolution.—The letter was , received. ! j A letter was received from Mr M. Brad- • ley drawing the council's attention to the j inconvenience caused to ratepayers and j householders by ash tins being left unj attended to after being put on the side of , the street. He complained that the dusti man had failed to empty them on several I (occasions because there were a few flowers j ! thrown into the tins. He asked the cotmI cil to see into the matter —The letter , was received, and the Town Clerk was in- ; stritcted to make inquiries. ' The Borough Engineer (Mr P>. B. Couston) reported that the work in Gourley and Fergusson streets would be completed this week. Some short sections of nsphalting in Park Ward and the tarring and sanding .of the paths that were asphalted last : season had not yet, been carried out. In reaard to the Ta'huna Park drain, the ditch had been cleaned out, but as it would be much more efficient to have a drain placed the whole length of the street the matter of piping a considerable length of Auld street'was held in abeyance.—Cr Kilpatrick moved that the pipes conveying water across' tha road from Tahuna Park be blocked, that the ditch leading to Auld street be clean.d out, and that private crossings be done away with, the work to be proceeded with at once by the council's staff.—The motion was seconded by Or Fdirar. and rarri.d.—Tt was also decided that the other work mentioned in the engineer's report bo carried out by the council's staff. j The Inspector reported that the daymen had been employed during the past fortnight in grading the road and channels in Richardson and Jackson streets, spreading stone, dust and metal in Bird street, carting and spreading metal in Mam avenue, carting screening to Gour.ey street lor kerbiiiit and channelling, and other work The tfp at the Sandhills opposite Bird Btrect has been in use for tho past two i-wcek:-, and was working very satisfactory. The Captain of thi St. Kilda lire Brigade reported that Motorman Stewart would be leaving for camp shortly, and it would be necessary to have someone to "drive the machine in the daytime.—the matter was left in the hands of tho captain and foreman of the brigade to secure the services of a suitable man and rcpo;t at the next meeting of th? council. Other matters of detail arising from the report were discussed.
