(Received October 9, at 8.50 a.m.) Uruguay's and Peru's decision has convinced the Lnitecl States officials that all bouth and Central America will ultimately take action against Germany. This will probably result in their institutine export embargoes towards neutrals like Holland and Sweden, and in placing further German vessels at the Entente's disposal
