Captain W. M'G. Turnbull, D.5.0., has been struck off tho strength of the New Zealand Expeditionary Force, and absorbed into rho establishment. He has been granted temporary* rank of major while employed as assistant infantry, .instructor in the New Zealand Expeditionary Force training camps as from 31st March, 1917. ‘ W‘

Lieutenant (temporary captain) E. ParTon has performed the duties of chief musketry instructor, New Zealand Expeditionary Force Training Camps from 14th Oclolier, 1914, His appointment has been confirmed from that date, and he retains the temporary rank of captain while so employed. The appointment of Second Lieutenant lon probation) James Gordon Jeffery, B Battery, New- Zealand Field Artillery, has been confirmed under the provisions of paragraph 111, General Regulations, 1913. Tho paragraph reads, as follows :—An officer whose turn for promotion o ecu re whilst he is on active sen-ice, or whilst ha is medically unfit bj- reason of Wounds or disease contracted on active service, will be promoted without examination. Tho appointment of Beccnd Lieutenant (temporary) Gerald Oli pliant; Divisional Signal Company, has been made substantive as from 20th December. 1915, and his promotion to lieuteiuu fc dates from 4th April, 1917.

Ralph Stuart Stephenson, M.8., M.S., has h-een appointed to the temporary rank of captain while doing duty with the Nqw Zealand Expeditionary Force.

Second Lieutenant J. W. Smellie, 10th (North Otago) Regiment, has been transferred from, the Unattached List (b) to be second lieutenant as from 12th April, 1917. Hargreaves to the Wait aid Boys High School Senior Cadets, dated ICth Anril, 1917.Second Lieutenant E. W. White has been transferred from the Otago Boys’ High School Senior Cadets to the Sydenham Senior Cadets (No. 79 Company), as from 12th April, 1917.

With reference to the separation allowance of Is a day payable to widowed mothers of members of the New Zealand Expeditionary Force, it has been approved that tho present regulations under which payment of widowed mothers’ separation allowance may bo made will in future bo proportionately relaxed as regards the qualification of a minimum allotment of 3s a day of deferred pay in particular cases where a soldier establishes that he is unable to allot the full amount of his deferred pay. Each case will be dealt with on its. merits, and the allowance will be granted provided the mother’s income from other sources does not exceed 7s a week. Children’s allowance is to be paid up to the age of 21 to soldiers’ children who aie suffering from mental or physical infirmity necessitating special treatment or training in an institution where there are facilities for such treatment or trailing, provided income from other sources does not exceed 7s a week.

Children’s allowance is to be paid un to the age of 21 years to children of soldiers serving in the New Zealand Expeditionary Force.

In order to remove the anomaly existing between the pay of second lieutenants fu P® rtaln non-commissioned officers of the New Zealand Expeditionary Force, whereby the latter, drawing pay of rank, separation allowance, and maximum childrens allowance, receive higher pay than the former, it has been approved that the pay of a second lieutenant shall be increased to 12s a day as from the Ist Sentember, 1916. 1 Staff-sergeants are to receive pay from the Ist September, 1916, at the rate of os a day, this being the rate for equivalent rank of company sergeant-major. The following appears in District Urders regarding the discontinuance of the wearing, by soldiers, of unauthorised uniform:—lt has been brought to notice that in certain cases soldiers of the New Zealand Forces are in the habit of wearing uniform other than the authorised pattern. This practice must be discontinued. The wearing of “ drill ” or of oldpattern uniforms in warm weather or manoeuvres, or whilst on fatigue, may be permitted. Pantaloons may be worn when off duty, but’ must be * prohibited on parade. Short greatcoats should be worn by officers only.

The following regulations under the Defence Act. 1909, have been gazetted, and come into force as from April 1, 1917 Part I. / New Zealand Army Pay Department Establishment, 1. The New Zealand Army Pay Department, is hereby constituted and established as part of the Permanent Staff of the Defence Forces, and shall consist of the following officers Tho director of financial services, the accountant, four command paymasters (one in each military district). 2. Officers of the New Zealand Army Pay Department shall be granted .the following substantive ranks Director of financial services—colonel, lieutenant-col-onel. or major; accountant and command paymasters (on appointment)—lieutenant, after two years’ service captain. 5. Previous service in the above appointments. whether in a civil capacity or not, prior to the coming into force 'of these regulations shall count towards promotion. —Duties.— 4. The director of financial services is rcponsible to the quartermaster-general for the general supervision and conti-ol of tho personnel andorgnnisation of all pay officers : for seeing that all public; moneys are promptly brought into account: fur the consideration of parliamentary estimates; for financial advice, and the administration of the N.Z.A.P.D. : and for appointments to and promotion of members of tho X.Z.A.P.C. below tho rank of warrant officer. _5. Tiie accountant is responsible to the director of financial services for keeping a correct record of expenditure incurred under the annual appropriation as laid down by the Public Ilcvonues Act and Treasury Regulations, and such other duties as may be assigned to him' from lime to time. He may be deputed by the director of financial services to canv out anv inspections of pay officers. In the absence of the director of financial services lie shall act for that officer. 6. A command paymaster is responsible to the A.O.M.G. of the district for the issue of all pav and allowances to the troops within the command. He is responsible to the D. of F.S. for keeping an accurate record of all financial transactions in accordance with instructions issued from time to time, the checking of maintenance grant accounts, and such °ther duties as may be assigned to him from time to time. —Pay.— • 7,.- Officers of the said department shall draw the pay laid down l for equivalent ranks of the New Zealand Staff Corns in section 2 of the Financial Instructions and AUowanca Regulations of- the 11th day of March, 1913. • ', J —Allowances.— 8. Officers of the said department will draw tho same allowances as are la : d down for equivalent ranks in the-.New Zealand Stan Corps in accordance with the said regulations. 9. On first appointment an officer shall be granted a' free outfit. —Appointments.—10. All officers appointed to the said department will serve for, six months on probation.

—Retirement.— r ''. 11. An officer of The said joirpfc I* 11 !’* if the G.O.C. considers it"desirable in the interests of the service, be retained beyond the age of 55 ; an officer so retained shall retire at such age'as may be determined, but such age, shall not exceed 65 years. —Temporary Appointments.— ■ 12. During the, present war officers may be temporarily’attached to the N.Z.A.P.D. in accordance with' the special establishment laid down therefor in General Orders and shall draw suchTates of pay and allowl ances as may be approved by the Minister of Defence. All such extra staffs, will come umjer the direction of the Director of Financial Services. Part 11. 13. Tho New- Zealand Army Pay Corps is hereby constituted and established as part of the Permanent Force. 14. The N.Z.A.P.C. shall be officered and commanded by officers of the N.Z.A.P.D. The D. of F.S. commands tho said corps at headquarters, and the command paymaster commands all members of the said corps within his district. 15. The following shall b© the establishment of the N.Z.A.P.C. 2 Warrant officers. 6 Staff sergeants. 10 Other ranks. 16. During the present war the establishment laid down- in tho last preceding regulation may be exceeded to the extent set forth in General Orders. —Promotions.— 17. Promotions to warrant rank shall be made on the approval of the G.O.C. Other promotions shall be made by the D.F.S. The D.F.S. will keep a nominal roll of the corps, showing all appointments, promotions, and retirements therein. 18. The following shall be the rates of pay for all ranks of the N.Z.A.P.C. -.

—Pay on Transfer From Civil Staff.— 19. -Members of the Civil Staff of the Defence Department who are transferred, to the N.Z.A.P.C. _ shall, if they so elect, be allowed to continue to draw their civil rate of pay in lieu of the pay and allowance laid down in paragraph *lB hereof; —Uniform.— 20. will be issued as laid down for men enlisted for home service. All ranks of the said corps shall be entitled to a free issue of uniform on joining. —Miscellaneous Allowances.— 21. Travelling and other allowances shall be the same as laid down for the Permanent Force under Section 111. of the Financial Instructions and Allowance Regulations of the 11th day of -March, 1913. —Appointments.— 22. Appointments to the N.Z.A.P.C. may be made from warrant officers, n.c.o.s, and men of the Permanent Force who are educationally cpialificd, who will serve fori a period of six months on probation. No first appointments will be made to a higher rank than that of sergeant. Appointments may also be made horn suitable civilian clerks employed in tho Defence Department. 1 —Retirement.— 23. The retiring age of all ranks of the said corps shall he 55 years; but where the U.U.C. considers it desirable in the interests of the service a warrant oflic-er, n.c.0., or man may be retained beyond such age. A member of the corps so retained shall retire ,at such age as may bo determined, but such age shall not exceed 65 years.
