TO THE EDITOR. •Sir..—As you are aware, lite hills around p-unedin, are in themselves hard on our horses, but is that a reason whv one should seo w horso being lashed at a galiop up these hills? Last Saturday I witnessed a case of this sort. It was iit-arlv 5 o'clock, and I suppose tbo ltorse had been hard at work all d;'y, and this poor animal was lashed with the full force of the whip up a steep incline. One can iiiugine the suffering tint would lw inflicted on this poor ai..imal before it got to its destination. I contend that s\..c(t drivers are not, fit to m.anage animals.—l. am, ate..
