A Berlin official message states that the Kaiser, in an order to the navy, says: “ In the impending decisive battle the task falls upon my navy of turning the English war methods of starvation, by which our moat hated, most obstinate enemy intends to overthrow the German people, against himself and his Allies by combating their sea -traffic with all tho means iu our power, lu this work the‘ submarine will stand first.”
