(ROME. February 15. Tim American Consul states that'it was an Austrian submarine which sank the Lyman Law. '1 his has increased the tension between Austria and America, proving that Austria is working iu co-opera-tion with Germany in her submarine poli-y. GERMAN TAXATION. LONDON, February 15.
