BUT HARD TO GET OUT OF. NEW' YORK, February 12. (Received February 13, at 9.20 a.m.) Tho United Press Berlin correspondent has arrived at Berne with Mr Gerard. Ho telegraphs that Germany demanded that Mr Gerard should sign a treaty guaranteeing that German ships should leave American harbors in the event of war. _ Germany threatened to hold all American correspondents as hostages unless .Mr Gerard signed, but Air "Gerard refused, declaring that if Americans were held np it would be a “casus belli." Germany granted the correspondents their passports four hours before the train de- i parted. | Germany is delaying permission to j other Americans to leave, for possible retaliatory measures in the event of America declaring war ou Germany.
