WAR AND LIQUOR
POWERS UNDER NEW REGULATIONS. Important and far-reaching regulations dealing with the liquor traffic were gazetted on Monday night. They provide as under: Any superintendent or inspector of police may, with the approval of the Commissioner ot Police, make application to the Licensing Committee of tho licensing district in which are situated any premises held under a publican’s license., tor the cancellation of that license on any of the grounds following, namely;— (at That the licensee has committed a breach of the Licensing Act, 1908, or that he has committed a broach of any regulation marie under section 3 of the War Regulations Amendment Act, 1916, relating to the sale of intoxicating liquor, or that he has committed a breach of any ot the conditions of his license; or (b) That he has permitted the licensed premises to be frequented by disorderly or disreputable persons; ox* (c) That he ha.s failed to conduct the licensed premises in an orderly oil'd) That for any other reason (to be specified in the application) the licensee is not a fit and proper person to be the ■ holder of such license. Upon receipt of such an application the clerk will call a meeting of the Licensing Committee, at which the licensee will be required to attend, evidence will be taken on oath, and the committee may, if they think fit, cancel the license. Upon the cancellation of any license under tlipso regulations, if the lieeiisee is not the owner of the licensed premises, the chairman of the Licensing Committee may, on the request of the owner of tho premises order the licensee to vacate those premises! It the licensee fails to vacate the premises pursuant to the said order, he shall "bo deemed to have committed an offence against the War Regulations, and shall he liabfe accordingly. If the licensee is a lessee or sub-lessee of the licensed premises, the chairman mav on the request of the lessor or sub-lessor’ execute in the name and on behalf of the licensee an assignment or surrender of the lease or sub-lease, and such assignment or surrender shall have the same effect as if it wore executed by the licensee himself.
