SUBMARINE BASES.
ALLIES WARN NEUTRALS. Press Association—By Telegraph.—Copyright. Australian and N.Z. Cable Association. LONDON, October 3. (Received October 4, at 1.50 p.m.) The allied Governments’ Memorandum, aadressed to the Governments of certain neutral maritime States, m’ges that the principles of the law of nations applying to submarines are affected by special 'and ■novel considerations. Therefore anyplace supplying a submarine or a warship fer from its base becomes a base for naval operations. The Allies are of opinion that submarines should be excluded from the benefit of the rules of the law of nations regarding admission to and sojourn in neutral Powers’ waters. A belligerent submarine entering a neutral port should be detained. The Allies warn neutrals of the danger of their submarines being frequently in the war area.
