MINE-LAYING SUBMARINES.

'The TimesV' naval correspondent writes :" Tho retirement of Von Tirpitz has not abated submarine virulence, and 'he Chancellor (Holhveg) lias apparently fallen in lino with his policy. It is necessary to look beyond the immediate, facts and remember that the efforts of the I : l>oat.s rise and fall within well defined limits. _ We are experiencing the full blast of activity, and its intcnsivene&s will be more prolonged than before. This may be attributed to improvements in the submarines. There is ample evidence that Yon Tirpitz fully utilised Germany's resources in construction for increasing the effectiveness of his submarines. Thev are not only larger and speedier, hut "it is stated that they are fitted out with minelaying appliances to last for a. six -weeks' royage._ A largo proportion of shipping casualties are due to mines, which hj easily explained if the submarines arc able !<> lay them. Hut if the submarines, are mort, efficient they will have to contend with similar difficulties inherent to this clasp of vessel."

(Received April 14, at 10.10 a.m.) Charles Von Kleist, Finest Becker, Captain Otto Wolpert, and Captain Knno Bode, superintendent of the HamburgAmerika, Piers at Hoboken, have been, arrested and charged with tho manufacture of the fire-bombs which were found placed m 6iigar bags on tho steamer Kirkoswald. of the Fabre line, on May 20. The bombs were composed of chemicals intended to burst into flames bv tho heat of the steamship's- holds. Tho' funds for the manufacture of the bombs were supplied by wealthy men, whose names have not been divulged.
