(Received December 22, at 11.35 a.m.) Tho ‘Manchester Guardian’ states that the Un'ted States Government have drafted a Bill providing tor fines and imprisonment for those violating American neutrality. Hitherto the Government have been unable to prosecute American shipowners .sending coal and provisions to German warships. Cargoes of cotton destined for Germany have also been found to contain copper and other contraband. Such violations have rendered Die United States liable for heavy damages to Britain and her Allies. Iho Bill enables the Government to examine vessels leaving American ports and ascertain that they only carry"' what thcii- manifest .-Oates, thus larpeV.- dispensing with the present sinve-iliance by tho aided warships.
