Discontent, due to enforced idleness, culminated in a riot of the Belgian soldiers who are interned at Heist, near Utrecht. Many Social Democrats refused to assist in building winter huts on the ground that it would take the bread out of the mouths of tho Dutch workers. Windows and furniture were broken, and several attempted to escape. The Dutch guards fired, killing seven and wounding 22. Dccember 3< Four German officers have arrived at Cyrenaica (Tripoli) with a considerable sum of money from tho Kaiser in tho hope that the grand Sennas! chief may be induced to cancel his decision to remain neutral.
