The Governor, in his Speech, stated that tho 'session would bo occupied in making provision for the services for the year. WEST AUSTRALIA. PERTH, December 4. (Received December 4, at 10.55 a.m.) The Governor opened the State Parliament. Speaker Troy was re-elected. The Governor's Speech referred to the effects of the war and tho drought. The session will bo devoted to financial measures for the relief of drought-affected settlers and the unemployed. No controversial measures will be submitted.
