Late-fe© letters only must bear Id in addition to the ordinary postage. Registered Jotter mails close one hour and newspaper printed matter and sample packets, etc., 30 minutes earlier than ordinary letter mails. The posting boxes on the second express being available for late-fee letters only, all nooks and packets must be posted at the chief office.
