TO THE EDITOR. Sir, —As the majority of the public are giving to some of the half-dozen funds caused by the war, would it not be in keeping ter the City Council to forgo the 10 per cent, fine on all rates not paid by tho middle of next month? Some of tho ratepayers are on half-time, and others have an odd day now and again, and will, no doubt, find it difficult to pay their rates next month. —I am, etc.. Half-time. November 30.
