The Cabinet have endorsed the Commodities Commission's report raising the price of wheat to 4s lOd. AMERICAN COTTON EXCHANGE. Press Association—By Telegraph—Copyright. NEW YORK, November 2. A scheme is afoot bv which the NewYork Bank is to lend' 10,000,000 dollars to members of the Cotton Exchange to facilitate the reopening of the market soon .after November 16. It is reported that Liverpool bankers are to make a similar loan to Liverpool cotton brokers, so as to permit exchanges operating simultaneously.
