In the course of a speech at Columbus the Chief Secretary of State (Mr Bryan), replying to Mr Roosevelt’s criticisms on the Government's recent peace treaties as not binding, thanked God that Mr Roosevelt did not speak for the American people. The latter regarded treaty obligations as binding.
