WESTPORT HARBOR BOARD.

Ihe Westport Harbor Board Commission sat again yesterday. „ M, r Alex. M'Donald, an overseer at Gape Foulwind in ihe early days, gave evidence. He slated that things were worked economically then, but there was an impression for the last few years that there had been

overmanning, extravagance, and waste, and he believed his services had been dispensed " with because he did nob deal with the then chairman. It was a common rumor that dealing with certain members of the board affected employment, bub he could give no instances. He thought that many matters under the control of the board could be more economically carried out by the Government. Gaplain Simson, master of the dredge Eileen Ward, which works in and out of the floating basin, thought that no difficulty would be experienced in handling boats 500 ft to 400 ft im length, or as large as could work, tho bar if alterations were made a» the entrance. Through the men suspended -for’being late for work and ■sometimes detaining a ship in the harbor, and other breaches, b&tjg allowed to come on again next day the discipline had not teen kept up to the mark. The, extension of the eastern 1 breakwater beyond the western- made dredging more irregular and difficult. ■ Captain Powell, master of the Rubi Seddoi.’ dredge, and Mr John Leonard, chief officer, both endorsed Captain Simsou’s opinion in regard to the' effect of the eastern wall overlapping the western, and the facility of working the floating basin with large shipping, stating that the set-off from the . training walk and the cattle wharves below the basin tended to counteract the downward net of tho current in the river.
