Sir Allen Taylor initiated a debate in the Legislative Council by advocating a policy of decentralisation. He suggested the opening up of new ports at. Port Stephens and Jervis Bay, together with legislation that would encourage producers to send their products to tho nearest port. The scheme met with strong opposition. In the Legislative /Assembly Air Carmichael, in moving tho second reading of the Civil Service Superannuation Bi!l,°explaincd that it was based on a rate-for-age contribution, the Government to contribute half and the employee half. The scheme would be self-supporting from the start.

The principle underlying the Bill would, he said, apply to the superannuation of the whole- of the people of tho Slate, should that ever be brought about.
