MR ALLEN'S TOUR
HONORED AT, OTTAWA. ■ Press Association—By Telegraph—Copyright. OTTAWA, May 2. The Hon. James Allen was the guest of the Parliamentary Association of this city at luncheon. The Speaker of the DoHouse of Commons presided, and the Chief Justice and others were present. Premier Borden referred to the great progress made by New Zealand in common with other portions of the Empire. A great task, ho said, lay before the Island Dominion. Sir Wilfrid Laurier referred to the need for maintaining All-Red steamships, hoping that the Borden Government, wouldcarry out the scheme; Direct lines between Vancouver, Australia, and New ■ Zealand' w;ere absolutely necessary. ,The_ Hon. James Allen concurred with Sir Wilfrid as to the necessity for such a line of steamships. NEW ZEALAND’S HOPES.. AN INVITATION TO CANADIAN STATESMEN. OTTAWA, May 2.' (Received. May 3, at 11.15 a.m) Mr Allen explained the Now Zealand military system, which, he said, promised to include every man capable of bearing arms. The Labor legislation New Zealand had, on the whole, realised the expectations. formed at the outset. Compulsory arbitration had certainly suppressed sweating., but it had not made the workers more efficient. New Zealand felt the need of Imperial Defence more forcibly than any other Dominion. The conditions prevailing to-day would not last long. If there is to he a solution of the problem of participation in a common scheme of Empire Defence, then the Imperial Conferences would be of the greatest good if they became Councils of the Empire. New Zealand, however, could not remain satisfied with participating in a. conference or an organisation without any executive functions, and New Zealanders looked to Canadian statesmen to give them a lead. New Zealand also looked to Great Britain to maintain a battle fleet in the North Sea, The protection of the Pacific Ocean, ought to bo the duty of Canada, Australia,; and New Zealand, and therein New Zealand again looked to Canada to lead. Mr Allen invited Canadian, statesmen to tour New Zealand. .
