WHO IS TO BLAME!

TO THE EDITOR. Sir.—As one who spends a good deal of time on and around our harbor, 1 should like to draw attention to the pilfering and wilful damage private boats are subjected to unless the owners are constantly on the spot. __ On Saturday I paid a visit to the Sea Scouts boat. Foam Queen, and found that several ropes bad been cast off from the mooring post, thus allowing her stern to swing round and rub against the concrete wharf, and she was badly chafed inconsequence; also some of the rope was missing. I think it quite time this sort of thing was stopped. If it is the work of children or young lads, they should bn given to understand that they' are liable to be severely dealt with; and if adults arc the offenders, it is a mean, unsportsmanlike action.—l am, etc., Disgusted. January 6.
