ON THE HARBOR BOARD. Although Port Chalmers is to have three members on the Harbor Board of two, as tho result of the indusion of West Harbor for Harbor Board representation purposes, the new arrangement, as setforth in the Harbors Amendment Bill, was adversely criticised by the Mayor of Port Chalmers at Iho Borough Council meeting last night. The more rapidly-increasing population of West Harbor, it was assumed, would eventually out-vote and thereby disfranchise Port Chalmers. The Mayor" hoped it was yet possible to delete tho' combined representation clause from the Bill. (,'r Stevenson dissented, ben.' of opinion that it was to the advantage of Port Chalmers to secure the additional representation accruing from tho inclusion of West Harbor. t'r 'fait said he understood that West Harbor was included with Port Chalmers simply because. North-east Valley, which contained the larger population, laid been detached from llavensbourne and included in the City representation. He :a.ilod to see how West Harbor, which had no particular interest in the harbor, was more entitled to have a member on the Harbor Hoard than were other country boroughs in the vicinity of Dunedin. He hoped the parochial Port Chalmers v. Dun<"din feeling in respect to harbor improvement would disappear, and that both places would unite to make the harbor capable of accommodating every vessel trading to the Dominion.
