A BREACH OF PRIVILEGE. DUKE OF NORFOLK CENSURED. LONDON, July 21. On the motioTi of Mr Dillon, seconded by Air John Redmond, the House of Commons resolved that the Duke of Norfolk had been guilty of a breach of privilege in writing to' the Unionist candidate for High Peak in the -.nterest of the Cartholic schools. Mr Asquith expressed the view that the House of Commons would be stultifying itself if it allowed the matter to pass unnoticed.
