(Received April 21,' at 8.45 a.m.) The Natal Assembly read a second time a Bill providing for, a referendum whether Natal shall enter the Union. A meeting at the Town Hall here urged that no further steps towards Union be made until the Mozambique agreement is either abrogated or modified.
