LADIES AND GENTLEMEN I greatly appreciate the Requisition presented to'me by the Ratepayers of High Ward, requesting me to allow myself to be Nominated as a Candidate for your votes, and I have much pleasure in Acceding to your request. The Requisition I take to be a mark of your approval of my past services as your Councillor, and I havo to assure, you that if you do me the honor of again Electing me to that position I shall, as hitherto, give my best attention to all questions that are of increasing importance, and at this stago of their development will require most careful consideration. With the liberal endowments that the City is gifted with, and the vast trading concerns that are now reaching a profitable condition, I look forward to the time when Dnnedin will be in the unique position of being an almost rateless city; but this would depend on the management of the different trading concerns controlled by the Council. The recent financial transactions mark an era of advancement that can only be maintained by judicious handling. The administration of the various undertakings, I am confident, are on a sound footing, but there are those factors that from time to time operate in every community that necessitate strict and impartial judgment to secure the maintenance of that standard which has been reached by what must be admitted as efficient administration. There are certain requirements still needed for the improvement of civic affairs, and if elected I shall always give my heartiest and most energetic support to any scheme that commends itself to me as likely to prove beneficial to the citizens.

Encouraged by the request and by promise of support, I place my candidature in you hands, feeling confident that you will extern to me your votes and interests in the objecl of securing my election. It is unnecessary for me to detail my views on the various problems that from time to time engage the attention of the Council. I think the time has now arrived in the history of our muni cipa.l trading when a halt should be callec to any further schemes necessitating borrowing, until the profitableness or otherwise ol the various concerns already undertaken has been proved beyond doubt.
