(Received March 10, at 9 a.m.) Dr Morrison, ' The Times's' correspondent, has visited the Shanghai, Hang-chau, and Ning-po Railway. He states that the million and a-half of British money* is being squandered, owing to the Chinese disregard of the provision of the contract requiring British supervision and the use of British material. Every important stipulation of the financial contract is being violated.
