The ‘Spectator’ protests against the growing tendency of Ministers to deal in public with matters outside of their own departments. REDUCTION URGED. BERLIN, August IS. The ‘Frankfurter Zeitung ’ urges a reduction or restriction in naval armaments, especially on the part of Germany and Great Britain. t The paper makes the admission that Germany’s financial position imperatively demands the adoption of such a course.
