The Victorian Racing Club, in their annual report. submit several alterations in the rules, including a stipulation that in the event of a dead-heat id two-year-old events the race is not to be run 'off, but the stake is to be divided ; that the age and identity of a horse foaled outside the Commonwealth must be established, and the fact that such horse is not (disqualified must be proved, otherwise the horse and parties concerned ’ may be disqualified. HARRIERS. The St. Andrew Harriers held their weekly run yesterday at Anderson Bay,' starting from the residence of Mr D. M‘Gurdy. There was a large attendance. Wilkinson and P. Scott had charge of the paper, and laid the trail up the Main road for some distance, then talcing to the paddocks on the left-hand side. After crossing numerous paddocks they descended the hill again, and after crossing the road took tiro pack over towards the lagoon, thence proceeding home by the road. Afterthe run the members were entertained by the hosts. Before leaving Mr Marryatt thanked Mr M'Curdy and the ladies for their kindness,' and three ringing cheers were given.
