Lord Donoughmore initiated a debate in the House of Lords on Mr Haldane’s (Secretary for War) army scheme. He did not believe it would promote efficiency or economy. _ Lord Roberts admitted that some reduction in the rank and file was possible, but to reduce ten battalions, including officers, was most serious, seeing that already they were 7,000 officers short, for mobilising purposes. He aproved of the proposal that the militia should servo abroad, and added that the yeomanry ought also. , Lord Portsmouth (Under-Secretary for War) said that the Government were only executing the mandate of the country to reduce expenditure. They were , trying to find a remedy for the serious shortage of officers. Lord Goschon condemned the Government scheme as crude. The debate is unfinished.
