[Special to the Star.] WELLINGTON, July 25. . In re the Federal mail contract, about which it was stated the other day that there are “no papers,” I have reason to believe that that does not mean necessarily that there have been no negotiations. I shall not be surprised if the negotiations bear fruit at a not distant date. Whether the ships of the Federal service will be diverted here from Adelaide is a detail which may or may not transpire, but we will find there have been negotiations, and still are.
